EyeDropper's basic function is the extremely precise reading of the monitor's color values and enlarging area around the mouse pointer, which enables pixle-accurate work. EyeDropper is easily accessible, and is just one click away: All you have to do is move your pointer over the area you are interested in and, voila! - you can instantly see the color values and data in EyeDropper's console, which symbiotically moves with your mouse. The accumulated data is presented in RGB, CMYK and RGBHEX formats, which gives you tremendous flexibility when using EyeDropper.
Do you need values in percents? Don't worry, this is a basic option, too. EyeDropper 3.0, our new, state of the art version, enables powerful image capturing of any part of your screen. All you have to do is press the button for image capturing and mark the area you want to have on your clipboard. After establishing the parameters of the area, you can use it in all of your other applications by simply pasting it where needed. A new feature in the 3.0 version is the revolutionary Value Switchable mode, which allows you to choose between Normal, Grayscale and Websafe. Another improvement is EyeDropper's easier to use console, which will help to enhance your monitor's performance not only for novices but for advanced users as well.
EyeDropper 3.0 is efficient, neat and fast, and, due to the fact it was entirely coded in Visual C++, EyeDropper does not demand too much of your computer's resources.
If your line of work or creative interests demands fast access to the features mentioned above, then you just might find a true and reliable friend in EyeDropper. You will quickly notice how much time and effort you will save by simply using EyeDropper.
What are the dimensions of that image? How big is this window? Does this layout fit on an NTSC display? What color are these pixels? What does this icon look like close up? How can I capture an arbitrary portion of the screen? Various tools are available to answer some of these questions but I could not find any that answered them all or that had a usable interface. So, here's Meazure, a program that measures, magnifies and captures the screen by providing a battery of features in a cohesive user interface. Even better, Meazure is free!
Main features:
Measure objects on the screen such as images, windows and icons
Capture arbitrary portions of the screen
Magnify the screen up to 32X magnification
Display rulers on the screen
Display a grid overlay on the screen with adjustable grid spacing
Measure using a number of units including pixels, points, twips, and centimeters
Calibrate screen resolution to provide accurate measurements
Save and restore measurement tool positions using Profiles
Use predefined Profiles for common screen and video sizes such as NTSC and PAL
Configure the user interface to show only the information you need

Anyways, XnView is not just for the PC and Windows -
it's available for DOS, Linux, Silicon Graphics, HP-UX, BeOS,
MacOS X, and others!
I'm using XnView for about a year now (though it's been developed for twelve years now, wow!), and am really satisfied with it - and with its every new release again and again!
Believe me, this is great if you want a little bit more than just viewing pictures!
